The Tzemach Tzedek concludes therefore by answering in accordance with that which the ReMa”Z writes that there are two kinds of rebuke which Moshe used to rebuke the B’nei Yisroel.
One [type of rebuke] is concealed in hint-form as in the Possuk אֵלֶּה הַדְּבָרִים “These are the words” where he [Moshe] hints at all the places in which they sinned and [spiritually] this comes from the Gevuros of Abbah and of Immah which are concealed because Abbah and Immah are referred to [in the Possuk] as הַנִסְּתָרֹת לַה׳ אֱלֹקֵינוּ “The hidden things [that] belong to HaShem” representing the concealed world.
The second type of rebuke is when he [Moshe] says מַמְּרִים הֱיִיתֶּם “You have been rebelling” which is an overt rebuke [and criticism] and comes as a rectification for ‘Ze’eir Anpin’ and for ‘Nukvah’ which are in the revealed realm as they are referred to [in the Possuk] as וְּהַנִגְּלֹת לָנוּ “The revealed things [that] apply to us”.
