This concept has been explained in Likkutei Torah in Parshas VaYikroh that these matters affect every generation with the ‘expansion’ of Moshe in every generation. This is because the main teaching to be understood here is that it this does not only refer to the elite of the generation but in fact relates to each and every single individual of the B’nei Yisroel. They have all [inherited] a part of Moshe which is inside [the soul]. This means that within every single Jew, in every single generation, there is an extension of וַיִּקְרָא אֶּל מֹשֶּׁה “And He called to Moshe” with all its advantages.
Similarly, we can also say in our discussion that this impetus which is given via Moshe to Aharon so that he will also be able to refine completely the second refinement, also exists in every generation and within every one of B’nei Yisroel in the state of Moshe within them.
