This aspect of Aharon is extended into Yisroel even whilst they are in Golus. And this is why this Possuk “מְּנוֹרַת זָהָב כֻּלָהּ” was said in Golus and over there it says: וַיֹאמֶר אֵּלַי ... זֶה דְּבַר־ה׳ אֶל־זְּרֻּבָבֶל כוּ׳ ”And he spoke to me, saying, "This is the word of HaShem to Zerubbovel...” That Yisroel are referred to as ‘Zerubbovel’ on account of וּזְּרַעְּתִיהָ לִי בָאָרֶץ “And I will sow her for me in the land” that the Yidden were planted in Bovel. This is the same for all the exiles and also includes the exile of Edom.
And since they were exiled to Bovel the Divine presence was exiled with them. Therefore “The word of HaShem to Zerubbovel”, that they have extended into them (Into the Golus) the word of Hahsem the state of Malchus.

Even whilst they are in Golus: When there no actual Menorah being kindled in the Beis Hamikdosh.
State of Malchus: Which is compared to speech as it says in the Tikkunei Zohar (Posach Eliyau) Malchus Peh just as speech reveals the intellect and emotion to another person. So too Malchus draws down and reveals the concept of intellect and of emotion above.
