Asiyah is actually higher! This is due to the fact that within them specifically there is a revelation of the aforementioned lofty ‘Roshei-Roshim’.
Furthermore, within this hierarchy itself we say: בְּהַעֲלֹתְּךָ אֶת־הַנֵּרֹת representing several levels יֵּלְּכוּ מֵּחַיִל אֶל־חָיִל going from level to level. And this explains the [seemingly additional words בְּכָל in the] Possuk: בְּכָל־ לְּבָבְּךָ וּבְּכָל־נַפְּשְּךָ וּבְּכָל־מְּאֹדֶךָ “With all your heart and with all your soul, and with all your means” that the בְּכָל־לְּבָבְּךָ includes the ‘Makif’ perspective [and all the levels] of בְּכָל־לְּבָבְּךָ and furthermore it includes the concept of
Roshei Roshim and Makif
Roshei Roshim: That they don’t even reveal in the spiritual world of Atzilus, because in Atzilus only the ten Sefiros are revealed but not the Roshei Roshim which is higher than them (The three extra Middos above the ten from the thirteen Middos).
Makif: The highest level of loving HaShem with all your heart which is too lofty for you for it to be internalised.
