Furthermore, the Yerushalmi (Brachos 9A) states that “although Hashem is so lofty and is high above this world, if a person enters the bais knesses, stands in the back and prays quietly, He hears his prayer.” The Yerushalmi learns this from the story of Chana (1 Shmuel 1), who prayed silently but was still heard by Hashem.
The Yerushalmi compares this to a person who whispers into his friend’s ear and is heard by him. So too, one merely has to whisper, and Hashem “bends His ear” to listen.
