In the analogue, the citizens who make the crowns are the Malochim together with the B’nei Yisroel. As we say in Kedusha; Kesser Yitnu .... Malochim ... Ve’Amecho Yisroel “A crown is given to you Hashem our G-d by the Malochim ... and by your people Yisroel ... From this it is understood that the actual making of the crowns themselves is the achievement of the Avodah of the B’nei Yisroel.

In the analogue: In the Medrash it is understood that the crowns are made by the citizens and the citizens are the Malochim and the B’nei Yisroel. (Perhaps these crowns which are called ‘Kedushas’ are made by the B’nei Yisroel saying the three ‘Kedushas’ and the Malochim which wait for the B’nei Yisroel to say the ‘Kedushas’ before themselves saying the ‘Kedushas’ and taking the ‘Kedushas’ of the B’nei Yisroel above. As the Meor Einayim says at the beginning of Parshas Kedoshim and is brought down in a Maamor for Acharei-Kedoshim in 5745 on the Medrash קְדֻשָתִׁי לְמַעְלָה מִׁקְדֻשַתְכֶם that My Kedusha says Hashem comes from your keeping yourself holy. So your Avodah creates the crowns)

Together with the B’nei Yisroel: That the B’nei Yisroel also have a part in making these crowns. And the Malochim are not making them alone.
