Despite all his Tefilos, Hashem did not allow Moshe to enter Eretz Yisroel. Do you think that Moshe is less: שַׁ יָּיךְ associated to Eretz Yisroel than everyone else is? I think he is considered even more “Anshei Eretz Yisroel”, since he davened so hard and wanted so much, and he had so much pain for not achieving his lifetime wish. (Eretz Yisroel was actually the end result of his life’s accomplishment; i.e., Yetzias Mitzrayim). Similarly, Moshe designated 3 Arei Miklat (cities of refuge) in Ever HaYarden (the eastern side of the Yarden) even though they do not “work” until all 6 are set aside. Again, we see Moshe, the greatest person in the world, with a half Mitzva.
